Uploading copyrighted books is without a doubt illegal in my understanding. However, in many countries it is perfectly legal to have copies of copyrighted content (the distributor would be the one facing prosecution), as long as you don't share the copies with others (personal use often comes up when dealing with copyrighted material).

I think the largest region where these sorts of things is considered illegal is in Europe. That being said being illegal and getting prosecuted are two different things.

I personally don't think there isn't (currently) any realistic risk in using this website. Also if they would cut down (harder) on people who download illegal books and you're caught, using it for personal use only will result in most countries at worst in a 'small' fine. The really heavy punishments fall on those who distribute them.
